The Complete Guide

How New York DMV Fees Are Calculated in 2026

New York's DMV fee system is unique among major states. Registration runs for two years, not one. Fees are based on vehicle weight, not value. And starting April 1, 2026, the title certificate fee drops dramatically from $50 to just $5.

This guide explains exactly how the New York DMV calculates your bill, including the MCTD surcharge that catches downstate residents off-guard.

Two-year registration cycles

Unlike most states, New York issues passenger vehicle registrations for two years at a time. All fees below are for the full two-year period — divide by 2 for an annual equivalent.

Weight-based registration fees

NY DMV fees scale with vehicle unladen (empty) weight:

Weight2-Year Fee
Up to 1,650 lbs$26.00
1,651 – 2,200 lbs$32.50
2,201 – 2,750 lbs$42.50
2,751 – 3,500 lbs$56.50
3,501 – 4,500 lbs$78.50
4,501 – 5,500 lbs$105.00
Over 6,950 lbs$140.00

Special note: Vehicles with 6+ cylinders or electric vehicles have a $32.50 minimum 2-year fee, regardless of weight.

The MCTD surcharge — downstate only

If you live in or near NYC, you pay extra The Metropolitan Commuter Transportation District (MCTD) surcharge adds $50 to your 2-year registration if you live in: NYC (all 5 boroughs), Nassau, Suffolk, Westchester, Rockland, Putnam, Orange, or Dutchess counties. Plus an additional $30 county vehicle use tax.

Title fee changing April 1, 2026

New York's title certificate fee is currently $50 — but under an amendment to Vehicle and Traffic Law Section 2125, the fee drops to just $5 starting April 1, 2026. If you can wait to title a new vehicle until after that date, you'll save $45.

Sales tax — high in NYC, lower upstate

NY State sales tax is 4%, but counties and cities add their own. Combined rates range from 7% (rural counties) to 8.875% (NYC). Sales tax is calculated on the purchase price; if you didn't pay tax at purchase (e.g., private sale or out-of-state purchase), DMV collects it at registration.

Example: typical NYC registration

Fee (Brooklyn, $25,000 used 3,500 lb sedan)Amount
Registration Fee (2-year)$56.50
MCTD Supplemental Fee$50.00
NYC Use Tax (2-year)$30.00
Title Certificate Fee (post-Apr 2026)$5.00
License Plate Fee$25.00
Sales Tax (8.875%)$2,218.75
Estimated Total$2,385.25

New York vehicle inspection

NY requires annual safety inspection ($10–$27 at any state-licensed inspection station, paid separately from registration). Some downstate counties also require emissions inspection. Without a current inspection sticker, your registration becomes invalid.
